UD Student Charged With Lewdness



Newark – Newark Police Department (NPD) has arrested Michael J. Hicken for Lewdness following an incident on May 19, 2017, according to NPD spokesman Lt. Fred Nelson.

Nelson said at 6:52 p.m. officers responded to the area of Kent Way and S. College Avenue for a subject in a black vehicle that had reportedly committed a lewd act.

Officers checked the area and were initially unable to locate the suspect. Approximately one hour later, an officer spoke with the reporting person, a 19-year-old female University of Delaware student, who stated that she was walking on the sidewalk when she observed a subject in a vehicle who appeared to be masturbating.

She advised that she had just walked by the area again and observed the subject still there in a gray vehicle. Officers subsequently located Hicken in a gray Volkswagen.

The reporting person subsequently identified Hicken and his vehicle. Hicken was video arraigned through Justice of the Peace Court 11 and released on $300 unsecured bond.
