Police Charge Milford Man With Menacing

Maloney said officers responded to the scene and made contact with the reporting person outside of the residence. They advised that suspect, Ricky Ness, 31 of Milford, DE, arrived at the residence apparently intoxicated. Ness then allegedly engaged in a verbal altercation with a male subject inside the residence, said Maloney. During the verbal argument, Ness allegedly began to kick and punch the walls of the residence.

The reporting person advised that as they attempted to call 911, Ness allegedly threatened to harm them if they did not hang up the phone, according to Maloney. The reporting person advised that Ness allegedly attempted to take their phone to prevent them from calling 911, said Maloney. Ness eventually left the residence.

Ness was located by officers in the area of Columbia Street and McColley Street. During the officer’s contact with Ness it was learned that he was in possession of fireworks, suspect marijuana, and marijuana related drug paraphernalia, said Maloney. It was also determined that Ness was under the influence of alcohol, added Maloney.

Ness was taken into custody and charged with Malicious Interference With Emergency Communications: Intentionally Prevent Or Hinder, Menacing, Possession of Fireworks, Possession of Marijuana (Civil Violation), and Possession of Drug Paraphernalia Marijuana Related (Civil Violation). Ness also had a capias out of Sussex County Court of Common Pleas, said Maloney. Ness was committed to Sussex Correctional Institution due to his intoxication and was scheduled for a presentment at the Justice of the Peace Court once he was sober, said Maloney.
