Farrall Gets The Nod For Newark Police Chief

Newark City Manager Tom Coleman announced on Tuesday that Acting Chief Mark Farrall has been chosen to lead the Newark Police Department (NPD) as Chief of Police effective February 1, 2023.

A lifelong Newark resident, Mark Farrall is a graduate of Newark High School and University of Delaware. He became a police officer in 1993 after completing the Delaware State Police Academy, first serving the Delaware Department of Natural Resources and Environmental Control before joining NPD in 1995. Farrall has served in the Patrol Division, the Traffic, Special Operations, and Street Crimes Units, was a member of the NPD SWAT Team, and has been the Public Information Officer and Professional Standards Officer. He was promoted to Deputy Chief in 2015 and served as commander of both the Administration & Investigations Bureau and the Field Operations Bureau. From 2018-2020, he served as Acting Deputy City Manager and Chief Human Resources Officer. Acting Chief Farrall graduated from the 242nd session of the FBI National Academy and the New Jersey State Association of Chiefs of Police Command and Leadership Academy. 

“Acting Chief Farrall is an experienced and respected leader with a track record of effectively managing those in his chain of command,” said City Manager Tom Coleman. “I value his contributions to public safety over the last three decades and congratulate him on this promotion.” 

During his 28-year career at NPD, Farrall has received numerous awards including the Delaware State Police Academy Outstanding Recruit Award, Knights of Columbus Officer of the Quarter Award, Chief’s Citation Award, Citation of Merit Award, Mothers Against Drunk Driving (MADD) Award and several Letters of Commendation.

“The Newark community is in good hands with Acting Chief Farrall at the helm of the Newark Police Department,” said Mayor Stu Markham. “He is well respected among his peers in law enforcement and I look forward to working alongside him to maintain Newark’s reputation for being an attractive and safe place to live and visit.”

“I am humbled by the opportunity to serve as Chief of Police and grateful for the trust placed in me by Mr. Coleman.” said Acting Chief Mark Farrall. “I am extremely proud of the men and women of the Newark Police Department and look forward to leading them as they continue to serve our community with excellence and professionalism.”

Farrall replaces Chief Paul Tiernan, who will retire January 31 after 15 years.
