Man Charged With Sexual Abuse Of Young Child

LEWES, Del. — A Milton man has been arrested and charged following a month-long investigation into allegations of child sex abuse, according to Lewes Police Chief Thomas Spell. The investigation began in May 2025 when the Lewes Police Department was notified by employees from the Division of Family Services regarding concerns involving a female juvenile.

Chief Spell stated that detectives from the Lewes Police Department, with the assistance of the Delaware Department of Justice and forensic interviewers from the Children’s Advocacy Center, identified the suspect as 50-year-old Kevin Boyer. The investigation determined that the alleged offenses occurred between 2016 and 2021, during a time when Boyer lived in Lewes and shared a residence with the victim. The victim was between the ages of 7 and 12 at the time of the reported incidents.

On June 6, Boyer was taken into custody and formally charged with the following offenses: Sexual Abuse of a Child by a Person in a Position of Trust in the First Degree, a Class A Felony; Continuous Sexual Abuse of a Child and Unlawful Sexual Conduct against a Child by a Sex Offender, both Class B Felonies; Sexual Abuse of a Child by a Person in a Position of Trust in the Second Degree and Attempt to Commit Sexual Abuse of a Child by a Person in a Position of Trust in the Second Degree, both Class D Felonies; and Endangering the Welfare of a Child, a Class G Felony.

According to Chief Spell, Boyer was arraigned at Justice of the Peace Court #2 and committed to the custody of the Delaware Department of Corrections in default of $242,000 secured bail.
