Man Charged With 7th DUI On Tuesday

Delaware State Police have arrested a Frankford man on felony DUI charges following a traffic stop in Ellendale.

According to authorities, troopers on patrol stopped a silver GMC Yukon traveling eastbound on Milton-Ellendale Highway near Sharon’s Road around 9:00 p.m. on September 9, 2025. The vehicle, driven by 64-year-old Garry Phillips, was reportedly observed slowing down, speeding up, and traveling in the middle of the roadway.

When troopers made contact with Phillips, he showed signs of impairment. After conducting Standardized Field Sobriety Tests, troopers took him into custody. A computer check showed that Phillips had six prior DUI-related convictions and a suspended driver’s license police said.

Phillips was transported to Troop 7, where he was formally charged with 7th Offense DUI, Driving While Suspended or Revoked, and Failure to Remain in a Single Lane. He was arraigned at Justice of the Peace Court 7 and committed to Sussex Correctional Institution on an $8,501 cash bond.
