Smyrna Man Charged With 5th DUI, Released On Unsecured Bond

Delaware State Police have arrested a Smyrna man on felony driving under the influence and related traffic charges following an incident late Monday night in Dover.

Authorities said troopers were dispatched at approximately 11:30 p.m. on December 15, 2025, to the area of Fast Landing Road and East Denneys Road after receiving a report of a disabled vehicle stopped in the roadway. Upon arrival, troopers located a Dodge Grand Caravan positioned in the middle of the road.

The driver was identified as 62-year-old Bryan Debello of Smyrna. During the initial interaction, Debello told troopers he believed he was parked at a boat ramp. Police reported that he exhibited signs of impairment at the scene. A check of his driving status determined that his license was suspended, and he was taken into custody and transported to Troop 9.

While at the troop, troopers said Debello continued to display signs of impairment. A subsequent computer check revealed that he had four prior convictions for driving under the influence, elevating the current charge to a felony offense.

Debello was charged with fifth-offense driving under the influence, driving while suspended or revoked, and stopping or leaving a vehicle standing upon a roadway. He was arraigned by Justice of the Peace Court 7 and released on a $6,051 unsecured bond.
