The Delaware State Police have arrested four individuals following a stolen vehicle pursuit that ended in a crash and the recovery of a firearm Thursday morning in New Castle.
Those taken into custody include 24-year-old Xavier Lamour of Dover, along with a 16-year-old male from Dover, a 15-year-old male from Dover, and a 15-year-old male from Harrington.
According to investigators, the incident began on April 23, 2026, at approximately 9:50 a.m., when a trooper assigned to the Highway Safety Unit observed a Kia Sportage traveling southbound on Route 1 near School House Road at a high rate of speed. The trooper attempted a traffic stop, but the driver refused to stop and accelerated. The pursuit was initiated but later discontinued due to public safety concerns near the William V. Roth Jr. Bridge.
A description of the vehicle was broadcast to assisting units. A short time later, troopers located the Kia in the area of Route 1 near Middletown Odessa Road, where it was seen traveling at a high rate of speed before striking a tractor-trailer and overturning in the center median.
Troopers responded to the crash and took all four occupants into custody without further incident. No injuries were reported.
A search of the vehicle led to the recovery of a loaded handgun that had been reported stolen from Alabama. Further investigation determined the Kia had been reported stolen by the Dover Police Department.
Lamour was transported to Troop 9, where he was charged with possession of a firearm during the commission of a felony, receiving a stolen firearm, receiving stolen property, and disregarding a police officer’s signal, in addition to related traffic offenses. He was arraigned in Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution on a $50,504 secured bond.
The three juveniles were also taken to Troop 9 and charged with the same felony offenses. They were arraigned in New Castle County Family Court and committed to the custody of the Department of Services for Children, Youth and Their Families on $55,000 secured bonds.
The investigation remains ongoing.
