HOA Dispute Ends With Felony Charges

A Rehoboth Beach woman was arrested on Monday after a confrontation with Homeowners Association members and contractors escalated into a physical altercation involving chemical spray and a weapon, according to the Delaware State Police.

On May 19, 2025, at approximately 9:49 a.m., troopers responded to a report of a disturbance on Black Duck Reach in Rehoboth Beach. Upon arrival, troopers were informed that contractors, accompanied by a Homeowners Association representative, were clearing ivy from a fence located within an easement. During this work, a nearby resident, identified as 62-year-old Jennifer August, reportedly approached the group and began arguing over the ongoing work.

Authorities say the dispute escalated when August allegedly threatened one of the contractors with a pair of scissors, threw debris at another, and sprayed the HOA representative with an unidentified liquid. The victims reported the incident to police, who subsequently located August at her residence nearby.

She was taken into custody without incident and transported to Delaware State Police Troop 7 for processing. Following her arrest, August was charged with multiple offenses, including Possession of a Deadly Weapon During the Commission of a Felony, Assault Second Degree with a Disabling Chemical Spray, Aggravated Menacing, Offensive Touching, and Disorderly Conduct.

August was arraigned in Justice of the Peace Court 2 and released on a $20,000 unsecured bond pending further court proceedings.
