The Delaware State Police arrested 32-year-old Jonathan Bennett (L) and 20-year-old Hailey Warren (C), both of Baltimore, Maryland, on numerous felony charges following separate pursuits involving two stolen vehicles early Friday morning. A third suspect, 20-year-old Kyle Norman (R), also from Baltimore, remains hospitalized due to injuries sustained in a crash that ended one of the pursuits. Charges against Norman will be formally filed upon his release from the hospital.
On June 20, 2025, around 5:00 a.m., a trooper observed a blue Hyundai Sonata closely following a blue Hyundai Santa Fe while both vehicles traveled southbound on Bay Road near President Drive in Dover. A computer check confirmed both vehicles had been reported stolen in Baltimore County, with the Santa Fe stolen on June 18 and the Sonata earlier that morning. When troopers attempted a traffic stop, both vehicles fled at high speeds, resulting in two separate pursuits through Kent and Sussex Counties.
The pursuit involving the stolen Santa Fe concluded near South Old State Road and Dupont Boulevard in Georgetown when the vehicle lost control and crashed into a wooded area. The driver, later identified as Kyle Norman, sustained serious injuries and was airlifted to a hospital. Three passengers, including Hailey Warren and two 13-year-olds, were transported to a hospital with minor injuries. A trooper involved in the pursuit also sustained a serious injury and was hospitalized. A screwdriver, consistent with tools used in vehicle thefts, was found under the driver’s seat.
Simultaneously, troopers pursued the stolen Sonata, which was also driven recklessly. Stop sticks were deployed on Route 1 near Cave Neck Road in Milton, but the vehicle was temporarily lost from view. Shortly after, troopers responded to reports of three suspicious individuals on bicycles knocking on doors in the Oyster Rocks Road area. The individuals were identified as Jonathan Bennett, a 13-year-old girl, and a 10-year-old boy. All three were taken into custody without incident. A screwdriver was found on Bennett, and the stolen Sonata was later located abandoned at Shell We Bounce Trampoline Park in Lewes with its ignition column damaged.
Investigators determined the 10-year-old was the driver during the pursuit, with Bennett in the front passenger seat and the 13-year-old in the rear. Due to the age of the 10-year-old, he could not be criminally charged under Delaware law.
Jonathan Bennett was transported to Troop 7 and charged with felony receiving stolen property over $1,500, felony conspiracy second degree, felony possession of burglar tools, two counts of reckless endangering second degree, and two counts of endangering the welfare of a child. He was arraigned at Justice of the Peace Court 2 and committed to Sussex Correctional Institution on $11,000 secured bond.
Hailey Warren was charged with felony receiving stolen property over $1,500 and felony conspiracy second degree. She was arraigned at Justice of the Peace Court 2 and committed to Sussex Correctional Institution on $4,000 secured bond.
Kyle Norman, currently hospitalized, will face multiple charges including felony assault first degree for causing serious injury to a law enforcement officer, felony possession of a deadly weapon during the commission of a felony, four counts of felony reckless endangering first degree, felony possession of burglar tools, felony receiving stolen property over $1,500, felony disregarding a police officer signal, felony conspiracy second degree, criminal mischief over $1,000, two counts of endangering the welfare of a child, aggressive driving, and multiple other traffic offenses.
The investigation remains ongoing, including efforts to determine the origin of the bicycles used by the suspects after abandoning the Sonata.
