Police: Two Facing Unlawful Imprisonment Charges After Tow Truck Incident

DOVER, Del. — The Delaware State Police have arrested 25-year-old Kevin Caple (L) of Smyrna, Delaware, on multiple charges of unlawful imprisonment following an incident last week outside the Walmart located at 36 Jerome Drive in Dover. Troopers are continuing their search for 36-year-old Coles Khayree (R) of Dover, Delaware, who is wanted in connection with the same incident.

Officials said on June 30, 2025, at approximately 7:35 p.m., troopers responded to Walmart for a report of a disorderly person. Upon arrival, troopers learned that Caple and Khayree arrived at the store in a RAM 3500 truck and confronted an occupied Chevrolet Silverado that was parked in the store’s fire lane. According to officials, Caple approached the vehicle, which was occupied by a teenager and an infant, and demanded the teenager move the SUV, claiming it was illegally parked and subject to towing. The teenager reportedly refused and told Caple she would contact her mother, who was inside the store.

Troopers said Khayree then began operating the truck’s towing mechanism, lifting the rear of the SUV several feet off the ground while the two children remained inside. Authorities stated that the children were visibly frightened during the incident. The situation escalated until the driver of the SUV arrived, at which point a verbal altercation occurred prior to the arrival of law enforcement.

During the investigation, troopers made contact with Caple, who identified himself as an employee of Wolfs Towing and asserted that the company held a contract with Walmart to tow unauthorized vehicles. However, troopers determined that neither Caple nor Khayree wore any clothing identifying themselves as tow truck operators, and the RAM 3500 lacked any visible company markings. Further investigation revealed that Caple was a former employee of Wolfs Towing and had previously operated a marked flatbed tow truck. Khayree was found to have no employment history with the company police said.

Following the investigation, arrest warrants were obtained for both suspects. On July 3, 2025, Caple turned himself in at Troop 9, where he was charged with two counts of Unlawful Imprisonment in the First Degree (Felony), Conspiracy in the Second Degree (Felony), and Criminal Mischief valued between $1,000 and $5,000. He was arraigned at Justice of the Peace Court 7 and released on his own recognizance.

Khayree remains at large. He is wanted on charges including two counts of Unlawful Imprisonment in the First Degree (Felony), Conspiracy in the Second Degree (Felony), and Criminal Mischief valued between $1,000 and $5,000.
