Police: Suspect In Dover Police Chase Linked To July Shooting

Delaware State Police have charged a Dover man in connection with a shooting that occurred last month in the capital city.

Officials said on July 11, 2025, at approximately 5:20 a.m., troopers were dispatched to Washington Place in Dover after receiving a report of shots fired. Investigators determined that multiple rounds had been fired at an occupied residence. Five adults and three children were inside at the time. No injuries were reported.

Detectives from Delaware State Police Troop 3 Criminal Investigations Unit continued their investigation and identified 19-year-old Brandon Carter of Dover as the suspect police said. At the time of this development, Carter was already in custody at Sussex Correctional Institution on unrelated charges stemming from a separate incident.

On August 22, 2025, detectives responded to Sussex Correctional Institute (SCI) to obtain arrest warrants for Carter. The following day, he was formally charged with eight counts of reckless endangerment in the first degree and one count of criminal mischief under $1,000. He was arraigned by Justice of the Peace Court 7 and held at SCI on a $48,050 secured bond.

Carter had previously been arrested by Dover Police on July 31, 2025, following a pursuit involving a stolen vehicle. That incident began when officers attempted to stop a 2018 Hyundai Tucson reported stolen. The driver, later identified as Carter, fled from police, leading a chase from Dover through Hartly before ending on Wheatley’s Pond Road in Smyrna. The pursuit concluded after a Clayton Police officer deployed a tire deflation device, and the vehicle crashed into a house.

Carter fled on foot but was quickly apprehended. Two passengers, identified as 18-year-old Nasir Peace of Dover and a 15-year-old male, were also taken into custody without incident. A search of the vehicle uncovered tools commonly used in vehicle theft police said.

Carter was initially committed to SCI on $9,004 secured bail, facing charges that included possession of burglar’s tools, receiving stolen property over $1,500, disregarding a police signal, conspiracy second degree, resisting arrest, leaving the scene of a collision, and multiple traffic offenses.

Peace was released on a $4,000 unsecured bond, while the 15-year-old was released to a guardian.

The latest charges filed by Delaware State Police link Carter to the July shooting, adding to his list of pending criminal cases.
