New Castle – During the month of March, 2016, The New Castle County Police Mobile Enforcement Team (MET) began an investigation into heroin sales from a residence in the unit block of Dryden Road.
On Thursday,September, 22, MET conducted surveillance on the residence when they observed a person enter and then quickly leave the residence. Knowing that this behavior is consistent with drug deals they had observed in the past, MET officers stopped the person and subsequently recovered 39 bags of heroin, according to New Castle County Police Spokesman John-Paul Piser.
Phiser said that MET officers then obtained and served a search warrant for the residence. Within the residence, they located Khaliq “Jerz” Scott and Victoria Campbell as well as a 5-month-old child. Following the search, officers recovered 433 bags of heroin with an estimated street value of $1,775, as well as crack-cocaine, marijuana, $1,638 in suspected drug proceeds and drug paraphernalia, said Phiser.
Khaliq “Jerz” Scott was charged with possession of heroin in a Tier-5 quantity, possession with intent to deliver heroin in a Tier-4 quantity, endangering the welfare of a child, possession of crack-cocaine and possession of drug paraphernalia. He was arraigned and committed to Young Correctional Institution after failing to post $121,000 secured bail.
Victoria Campbell was charged with possession of heroin in a Tier-5 quantity, possession with intent to deliver heroin in a Tier-4 quantity, endangering the welfare of a child, possession of crack-cocaine and possession of drug paraphernalia. She was arraigned and committed to Baylor Correctional Institute after failing to post $121,000 secured bail.
