Hales said that the initial investigation began on Saturday, October 22, 2016 at approximately 12:50 a.m., after Troopers were called to respond to the parking lot of the Pockets Shopping Center, located at 337 S. DuPont Highway, New Castle, in reference to a shots fired complaint.

Arriving troopers learned that an unknown male subject, who had been loitering with several other subjects in the area of Pockets Liquors, had exchanged gunfire with a male subject, later identified as Stedman L.
