Milford – On October 5, 2017, the Milford Police Department’s (MPD) Drug Unit completed a two month long joint investigation with the Delaware State Police Kent County Drug Unit into illegal drug sales, according to Sgt. Robert Masten.
Masten said on shortly after 6:00 am, the Milford Police Department’s Special Operations Group (SOG) executed a search warrant at a residence in the 400 block of North Street. As a result of this search warrant a Glock handgun, United States Currency, and 2.45 grams of Heroin were seized, according to Masten. Kimberly Breems, 43 of Milford, and Gary A. Hudson, 27 of Magnolia, both were taken into custody without incident by MPD SOG team members.
Breems has been charged with Possession of a Controlled Substance, Possession With The Intent To Deliver A Controlled Substance, and Possession of Drug Paraphernalia. Hudson has been charged with Possession of a Firearm During the Commission of a Felony, Possession of a Controlled Substance, Possession of a Firearm by Person Prohibited, Possession With the Intent To Deliver a Controlled Substance, and Possession of Drug Paraphernalia.
Breems was presented at the Justice of the Peace Court #2, where bail was set at $20,000 cash only. Hudson was also presented at the Justice of the Peace Court #2, where bail was set at $56,500.00 cash only. Both were committed to the custody of the Delaware Department of Correction at the Sussex Correctional Institution. Both are scheduled to appear for preliminary hearings on October 13, 2017 at the Kent County Court of Common Pleas.
The Dover Police Department SORT assisted with this operation by executing a search warrant at an apartment on Allen Way in the Brightway Commons apartment complex. That search warrant resulted in six individuals who were actively being sought by various courts and agencies, said Masten.
The Delaware State Police Kent and Sussex Counties Governor’s Task Force and the Delaware State Police Special Operations Response Team (DSP SORT) executed search warrants at residences in the 200 and 400 block of North Street as part of this investigation.
DSP SORT members contacted Carl W. Watson, 46 of Milford and Dion Russ, 26 of Milford; both were taken into custody without incident, according to DSP Director of Public Information Sergeant Richard D. Bratz Bratz said a search of the residence in the 200 block of North Street resulted in the recovery of 1.20 grams of crack cocaine where Watson’s three juvenile children were present.
DSP SORT members also contacted a 31-year-old Milford man, according to Bratz. He was taken into custody without incident during the execution of the search warrant in the 400 block of North Street. Subjects identified as Cassandra Hurd, 26 of Milford and James Hutchinson, 27 of Milford were also taken into custody after being discovered to be local fugitives and having active capiases out of Kent County and Sussex County Court of Common Pleas, accoring to Bratz. A search of the residence resulted in no illicit narcotics being recovered at the time the search warrant was executed. The 31-year-old was then released from custody and not criminally charged. Hurd and Hutchinson were transported to the Kent County Court of Common Pleas and released upon clearing their capiases.
The following subjects were transported to DSP Troop 3 and charged:
Carl W. Watson was charged with Possession with the Intent to Deliver Crack Cocaine, Conspiracy 2nd Degree, and three counts of Endangering the Welfare of a Child relating to the execution of the narcotics search warrant in the 200 block of North Street, said Bratz. Watson was additionally charged with five counts of Delivery of Crack Cocaine and two counts of Possession of Drug Paraphernalia for an active arrest warrant stemming from a Troop 3 drug related investigation, added Bratz. Watson was arraigned before the Justice of the Peace Court 2 where he was committed to the James T. Vaughn Correctional Center in default of $65,600.00 secured bond. He was also issued a no contact order with his three juvenile children, said Bratz.
Dion Russ, 26 of Milford was charged with Possession with the Intent to Deliver Crack Cocaine, Conspiracy 2nd Degree, and three counts of Endangering the Welfare of a Child relating to the execution of the narcotics search warrant in the 200 block of North Street, said Bratz. Russ was additionally charged with Delivery of Crack Cocaine for an active arrest warrant that was already on file out of DSP Troop 3 relating to this investigation and Failing to Re-register as a Sex Offender for an active arrest warrant that was already on file out of the Milford Police Department, according to Bratz. Russ was arraigned before the Justice of the Peace Court 2 and was committed to the James T. Vaughn Correctional Center in default of $42,400 secured bond. He was also issued a no contact order with the three juvenile children of the North Street residence.
