Wilmington – Delaware State Police detectives have arrested two men in connection with a Wilmington area bank robbery, according to Public Information Officer, Master Corporal Gary Fournier.
Fournier the incident occurred at approximately 1:05 p.m., Monday, November 20, 2017, at the Fulton Bank, located at 3812 Kirkwood Highway, when a male subject, dressed in a wig and carrying a purse, entered the bank and provided a demand note to a 25-year-old female teller. The demand note stated that he was armed and also instructed the teller to place money into a bag, said Fournier. The teller complied and turned over an undisclosed amount of money to the suspect who then exited the bank. There were no injuries as a result of the incident.
Through a variety of investigative measures, detectives were able to obtain a description of the suspect. They were also able to identify a brown or gold in color Mitsubishi Lancer as a possible suspect vehicle.
Fournier said while canvassing the area, troopers located the Mitsubishi Lancer on Concord Pike and a pursuit ensued. At one point, a rear passenger exited the vehicle and began fleeing on foot. That subject, who was identified as Joseph H. Perkins, 23 of the Wilmington area, was taken into custody shortly thereafter. Another unidentified male who was seated in the front passenger’s seat also fled from the vehicle and has not been located. The driver, who was identified as Seth Briscoe, 25 of the Wilmington area, came to a stop in a subdivision off Concord Pike and was taken into custody without further incident, said Fournier.
Joseph Perkins and Seth Briscoe were transported to Delaware State Police Troop 2 where they were both charged with Robbery 1st and Conspiracy 2nd. Perkins was additionally charged with Wearing a Disguise During the Commission of a Felony. They were arraigned in Justice of the Peace Court 11 and committed to Howard R. Young Correctional Institution on $68,000.00 cash (Perkins) and $42,000.00 secured (Briscoe).
