Dover – Corrections Commissioner Perry Phelps announced yesterday he has selected a new Warden IV to serve at the Sussex Correctional Institution (SCI) in Georgetown and new Deputy Chief of the Bureau of Prisons (BOP).
Robert May, a 25 year veteran of the Department, was chosen to lead SCI, an all-male facility that also houses the Youthful Criminal Offenders Program (YCOP). May began his career as a Correctional Officer at Howard R. Young Correctional Institution in 1993 following his graduation from the Academy. Robert has held positions in Level IV and Level V facilities in Delaware’s three counties including Correctional Captain at Kent County Community Corrections, Deputy Warden at Delores J. Baylor Women’s Correctional Institution and most recently, Deputy Bureau Chief of Prisons. May was a member of the DOC Central Intelligence Group for four years and has completed extensive training including the Risk Needs Responsivity Tool, PREA Auditor Training, Homeland Security Threats, Emergency Preparedness, and Management Development for the Future. He possesses an Associate’s Degree in Business, a Bachelor’s of Science in Business Management and a Master of Business Administration. May is also a veteran of the United States Army and the United States Air Force Reserve.
Shane Troxler will replace May as the Deputy Bureau Chief of Prisons. The Deputy Chief is responsible for providing administrative and technical guidance, strategic planning, reviewing and developing policies and procedures, and preparing for and participating in the audit process for all facilities within the Bureau of Prisons. He joined the DOC in 2003 as a Correctional Officer assigned to the James T. Vaughn Correctional Center (JTVCC). Troxler remained at JTVCC for two years until he was promoted to Corporal at the Sussex Boot Camp. He continued to rise through the ranks until he was most recently promoted to Deputy Warden at the Delores J. Baylor Women’s Correctional Institution. Mr. Troxler is an award winning Drill Instructor who has specialized tactical training. As a result, he was the Sussex County Correctional Emergency Response Team (CERT) leader for six years. Shane has completed hundreds of hours of correctional and related training including Prison Security Audit Training, Situational Leadership, Sex Crime Investigations, and Motivational Interviewing. He earned his Bachelor of Science in Physical Education from Chowan College in Murfreesboro, NC.
Both promotions become effective March 4, 2018.
