Smallwood Charged With Multiple Counts Of Indecent Exposure

Wilmington – Detectives from the New Castle County Police Criminal Investigations Unit have charged 43-year-old Delancy Smallwood in connection with multiple incidents of Indecent Exposure, according to to M/Cpl. Michel Eckerd.

Eckerd said on Saturday (February 24) Patrol Units from the New Castle County Police were dispatched to the unit block of Weatherton Drive in the community of Brandywood in response to a report of a male exposing himself.

Upon arrival, the officers learned that the victim, who was on Weatherton Drive, was asked directions by a man in a green sedan. When the victim offered directions she observed the operator was exposing his genitalia, according to Eckerd.

Detectives from the New Castle County Police Criminal Investigations Unit were able to link this incident with two other incidents reported earlier this month, said Eckerd. Through investigation, detectives were able to identify 43-year-old Delancy Smallwood as the suspect in all three indecent exposure incidents, according to Eckerd.

Delancy Smallwood was arrested without incident. He was charged with: one count of Indecent Exposure in the First Degree (Misdemeanor), two counts of Indecent Exposure in the Second Degree (Misdemeanor) and three counts of Lewdness (Misdemeanor). Delancy Smallwood was arraigned by Justice of the Peace Court 11 and is being held at Howard Young Correctional Institution in lieu of $4,200 cash bail.

Wilmington – The New Castle County Police are actively investigating two reports of indecent exposure that occurred in the communities of North Graylyn Crest and Roselle. While not confirmed, the incidents may be related or perpetrated by the same suspect as they are similar in nature, according to M/Cpl. Michel Eckerd.

Eckerd said on February 6, at approximately 2:30 p.m. patrol officers from the New Castle County Police were dispatched to the unit block of Harwyn Road in the community of North Graylyn Crest for the report of an Indecent Exposure. Upon arrival, the officers interviewed the juvenile victim who stated that she was walking home after being dropped off by the school bus. When she got to the area of Harwyn Road she was approached by an older model, green, four-door car. The driver was a light-skinned adult, black male with a beard possibly 35-43 years of age. She walked to the car because it appeared that he the driver had a question. As she walked to the car, the driver exposed himself to her, said Eckerd.

A second incident occurred on Wednesday, February 21, at approximately 6:00 p.m. In that incident patrol units were dispatched to the area of S Clifton Av. and Sylvan Av. for an Indecent Exposure, according to Eckerd. When the officers arrived they learned that a juvenile victim reported that a black male who was seated in a parked green car called her over to his vehicle. When she approached the vehicle the driver asked for directions and exposed himself to her.

Detectives from the New Castle County Criminal Investigations Unit are looking for a green, older model four-door sedan. This vehicle was operated by a light-skinned black male, early 30s- late 40s, “small” mustache, hair around the chin, and short hair.
