Newark – New Castle County Police have arrested 53-year-old Buel Mutter for allegedly dealing in child pornography, according to New Castle County Police Spokeswoman M/Cpl. Heather Carter.
Carter said earlier this year, detectives from the New Castle County Police Family Services Unit received information that Buel Mutter possessed child pornography on his home computer located in the 600 block of Manfield Drive.
Detectives obtained a search warrant for the contents of Mutter’s computer. During the search, detectives allegedly located 25 images related to child pornography, according Carter.
Buel Mutter was taken into custody by detectives yesterday (March 23), without incident. He was charged with 25 counts of dealing in child pornography. He was arraigned and committed to the Howard Young Correctional Institute for failing to post $1.25 million cash bond.
Residence in the neighborhood reported that County Police were at the house on March 9th and again on March 23, 2018. One resident saying “they were there all day and took computers, along with bags marked evidence out of the house”, referring to the police.

Another neighbor said Mutter was a member of the Scottfield Civic Association, but stepped down last year.
