NCC Paramedic Reunited With Woman He Helped Deliver In 1996

On Wednesday, New Castle County Paramedic, Senior Corporal Thomas J. Murphy, Jr., who assisted in the delivery of a baby on July 9, 1996 was reunited with the patient and her parents.

The baby, now 21-years-old, and a recent graduate of the University of Delaware, and her family wanted to meet the man who helped deliver her.

Murphy responded to a call in Newtown Village in the early morning hours of Tuesday, July 9, 1996, where Elsie Fogal had gone into labor 36 weeks into her pregnancy and wasn’t going to make it to the hospital. With help from Murphy, Jessica Lynn Fogal was delivered in the home.

After 37 years on the force, Murphy has received over a dozen accolades for his service and at least 62 letters of appreciation for his service. Yesterday he received another in a certificate of appreciation from the Fogal family.
