New Castle – On Friday night, August 17, at approximately 8: 56 p.m. patrol officers from the New Castle County Division of Police were dispatched to the unit block of Revelle Street in the community of Hampton Green for the report of gunshots being fired, according to M/Cpl. Michel Eckerd.
Eckerd said the investigation revealed that 19-year-old Mahogany Felton had been arguing with 18-year-old Kayla Judkins and the argument turned into a physical altercation. Detectives learned that during the fight Kayla’s brother, 28-year-old Richard Thomas, was carrying a handgun and started shooting at another black male, according to Eckerd. Police say that during the incident, Thomas shot several rounds in the direction of several residences, striking at least one.
At that time, the unknown subject then pulled out his own firearm and pointed it in the direction of Thomas, according to Eckerd. The crowd scattered and the unknown subject disappeared towards Old Forge Road.
A sixth individual, Kevin Moore, ran to his white BMW SUV, parked nearby on Deen Street, and pulled out a rifle, according to Eckerd. At the time Moore was last seen walking in the direction of Revelle Street.
Callers to 911 described the white SUV to dispatchers and when officers arrived on scene one of them observed a white BMW SUV nearby. As the officer observed the SUV he saw it stop to pick up a subject in the area of Victory Christian Church then drive towards the direction of Route 40, according to Eckerd.
When the officer activated his emergency equipment and attempted to conduct a traffic stop the vehicle immediately fled at a high rate of speed said Eckerd. Trooper 4, The Delaware State Police Helicopter, already in the area due to the shooting, along with responding Delaware State Troopers joined New Castle County officers in the vehicle pursuit.
The highspeed pursuit led authorities along Route 273 to Airport Road. The suspect then turned onto Churchmans Road and headed towards the old Toys R Us store. As the chase passed the store the suspects turned on to Route 1 southbound. It was at this point that reports of tire debris flying off the vehicle began coming into First State Update. Eckerd did not say if officers deployed stop sticks during the pursuit but shortly after the reports the vehicle exited Route 1 and came to a stop in the opposing lanes on Route 40 in the area of Route 7 (See Video Below).
As the SUV came to a stop, police performed a felony stop, pulling Kevin Moore and 26-year-old Charles Moore out of the vehicle at gunpoint (See video below). Eckerd said a rifle was located in the vehicle and seized.
As a result of the incident, a total of five subjects were taken into custody and taken to New Castle County Police Headquarters.
Mahogany Felton was charged with misdemeanor Disorderly Conduct and one count of misdemeanor Conspiracy 3rd degree. She was released by Justice of the Peace Court 11 on $500 unsecured bail.
Kayla Judkins was also charged with misdemeanor Disorderly Conduct and one count of misdemeanor Offensive Touching. She was released by Justice of the Peace Court 11 on $1000 unsecured bail.
Richard Thomas was charged with felony Reckless Endangering, Felony Criminal Mischief and felony Possession of a Firearm During the Commission of a Felony. He was arraigned by Justice of the Peace Court 11 and held in lieu of $25,000 cash-only bail.
Charles Moore was charged with misdemeanor Disorderly Conduct and misdemeanor Conspiracy 3rd. He was also arraigned at Justice of the Peace Court 11 and held in lieu of $5000 cash.
Kevin Moore was charged with felony Aggravated Menacing, felony Possession of a Firearm During the Commission of a Felony and 18 Traffic Violations. He was arraigned by Justice of the Peace Court 11 and held in lieu of $61,700 cash-only bail.
