On Thursday, November 22, 2018, a 30-year-old inmate housed at the Howard R. Young Correctional Institution (HRYCI) in Wilmington passed away. Kelly Gibbs (DOB 10/01/1988) was pronounced dead at 2:45 a.m.
Gibbs, of Wilmington, Delaware, was serving a 24 year, nine-month sentence for Murder Second Degree, Possession of a Firearm during the Commission of a Felony, Assault Second Degree, and Promoting Prison Contraband. His sentence became effective September 8, 2008.
Earlier this week he pled guilty to charges of Riot, Kidnapping, and Conspiracy in relation to the February 1-2, 2017 event at James T. Vaughn Correctional Center in Smyrna. Sentencing was pending.
The Delaware State Police continue to investigate the incident. Gibbs’ body was turned over to the State Division of Forensic Science, as is standard procedure.
On Thursday, November 8, 2018, an inmate and potential witness in the first trial for the murder of Lt. Steven Floyd was found dead in his cell. Luis Cabrera, 49, of Bear, died at the Howard R. Young Correctional Center. He was found dead at 4:54 a.m., according to the Delaware Department of Correction.
Foul play is not suspected in either death, according to prison officials.
On Tuesday, November 20, 2018, one inmate was found guilty of Floyd’s murder while another inmate was found guilty or lesser charges. A third inmate was found not guilty on all charged
