Last Thursday, August 8, patrol officers from the New Castle County Division of Police were dispatched to the Bear Library located at 101 Governors Avenue for a report of a suspicious male.
When the officers arrived, they were contacted by a 16-year-old female who reported that while she was at the library a suspicious black male approached her. The female explained that the subject approached her at the library, and she felt uncomfortable, so she left the library on foot. The subject followed her and began to ask her sexually suggestive questions, according to police.
The victim reported that the male followed her to a nearby fast-food restaurant. When she saw that it was clear she walked back to the library, reported this incident and also provided a detailed description of the subject.
Officials said yesterday, August 12, 2019, the same subject was observed at the Bear Library by the library staff who contacted patrol officers from the New Castle County Division of Police. The arriving officers were able to take the subject into custody and identified him as 35-year-old, Johnathan Brown.
Detectives from the New Castle County Division of Police Criminal investigations Unit assumed the investigation and charged Brown with one count of misdemeanor Sexual Harassment.
Brown was arraigned by Justice of the Peace Court 2 and released on $1000 unsecured bail.
