The Dover Police Department arrested Justin Llera on Saturday morning after he fled from officers for the 3rd time in a 3-day span, according to M/Cpl. Mark Hoffman, Public Information Officer.
Hoffman said the original incident occurred on August 15th at approximately 2:13 AM when officers attempted to stop a green Kia Rio being operated by Llera for expired tags in the downtown area. The vehicle fled from officers and was observed committing several traffic violations, according to Hoffman. Officers then located the vehicle in a parking lot in the 800 Block of Silver Lake Blvd and an officer demanded Llera to exit the vehicle. Llera then fled at a high rate of speed, jumping a curb and leaving the area.
On August 17th at approximately 2:44 AM, officers observed the same vehicle and determined that Llera was wanted from the August 15th incident. Officers attempted to stop the vehicle in the area of S. State Street at Wyoming Avenue. The vehicle fled, committing numerous traffic violations. Officers discontinued the pursuit in the area of S. DuPont Highway at Webbs Lane due to road conditions and safety concerns for the general public and the officers. Warrants were once again obtained for Llera for this incident.
On August 17th at approximately 8:27 AM, officers once again observed Llera operating the same vehicle in the area of North New Street and Cecil Street. Llera once again fled from police and ended the pursuit in the area of S. DuPont Highway at Lotus Street, said Hoffman. Llera exited the vehicle and fled on foot but was apprehended by K9 Reeko and Dover Police officers. Llera struggled with officers during the arrest, causing one officer to suffer an injury to his hand which requires further medical attention. Llera was taken to Kent General Hospital for treatment of his injuries from the K9 apprehension and released to police custody.
Llera was committed to SCI in default of $22,200 cash bond on charges stemming from all three incidents, including:
-Disregard Police Signal (3x)
-Assault 2nd (Law Enforcement Victim)
-Resisting Arrest with Force/Violence (Felony)
-Resisting Arrest (2x)
-Drug Paraphernalia
-Reckless Driving (3x)
-DUI (3rd incident)
-Trespassing 3rd Degree
-50 Traffic Violations from all three incidents combined
