Police Identify Man Shot And Killed Near Elsmere, Unclear If Shooter Is In Custody

Just before 10:00 Thursday evening, December 12, 2019, rescue from the Elsmere Fire Company, crews along with New Castle County Police and Paramedics responded to the 100 block of Simca Lane for reports of a shooting.

County Police said officers were dispatched to the  Dorjul Apartments for reports of a shooting that had just occurred.

Several patrol units arrived at the scene and located 42-year-old Roger Williams, who was suffering from an apparent gunshot wound. Lifesaving efforts were initiated; however, the victim was later pronounced deceased after being transported to an area hospital.

As crews made their way to the scene, Initial reports indicated that the shooter was believed to be on scene. County Police have not indicated whether or not an arrest has been made or if they are searching for a suspect.
