Dover– The Delaware State Police have arrested 41-year-old Kevin L. Hines of Dover in connection with a robbery that occurred in October 2019, according to Public Information Officer, Master Corporal Melissa Jaffe.
Jaffe said the incident occurred on October 23, 2019, at approximately 7:45 p.m., when Troopers responded to Red Tail Drive, Quails Nest, Dover for a report of a robbery. Two victims, a 74-year-old female and her 78-year-old husband were driving in their vehicle after returning from a restaurant in Dover when the suspect suddenly sat up from the backseat of the vehicle and asked them to stop.
A brief struggle ensued between the male passenger and the suspect over a purse that was located in the front seat. Both victims were able to exit the vehicle and realized the suspect was no longer inside.
Through investigative measures, Kevin L. Hines was identified as the suspect. On February 3, 2020, Hines was taken into custody at Probation and Parole in Dover without incident. He was transported back to Troop 3 where he was charged with two counts of Robbery First Degree. Hines was arraigned before the Justice of the Peace Court and committed to the Sussex Correctional Institution on $100000.00 secured bond.
