Today, U.S. Marshal Michael McGowan announced the arrest of Julio Santana-Herrera by The United States Marshals Service (USMS) First State Fugitive Task Force in New Castle County, DE.
McGowan said Julio Santana-Herrera, a citizen of the Dominican Republic, was wanted by the Puerto Rico Police Department on charges of first-degree murder and a weapons violation. Additionally, Santana-Herrera was wanted by the United States Marshals Service in the District of Puerto Rico for violations of Title 18, United States Code 1073, Unlawful Flight to Avoid Prosecution. The alleged charges are in connection to a deadly shooting in July 2019 in San Juan, Puerto Rico.
The USMS First State Fugitive Task Force received information from the USMS Puerto Rico Violent Offenders Task Force (PRVOTF) that Santana-Herrera had fled Puerto Rico to the continental
United States to evade law enforcement following the July 2019 incident. Santana-Herrera was ultimately apprehended by members of the United States Marshals Service First State Fugitive Task Force and officers with the New Castle County Police Department based heavily on the information gathered from the USMS Puerto Rico Violent Offenders Task Force.
Santana-Herrera was subsequently turned over to the New Castle County Police Department pending extradition to Puerto Rico.
