Bill Would Replace Governor’s Appointee With Legislature’s Appointees

In the ongoing legislative session, the Delaware House of Representatives has introduced House Bill 152, a proposal that aims to amend Title 29 of the Delaware Code relating to the membership of the State Employee Benefits Committee. The bill, sponsored by Representative Carson and supported by Senator Wilson, proposes changes to the committee’s composition and includes technical corrections to align existing laws with the Delaware Legislative Drafting Manual.

House Bill 152 was introduced on June 2, 2023, during the 152nd General Assembly of the Delaware legislature. After being presented, the bill has made progress. As of June 13, 2023, it has successfully passed through the committee stage and is now placed on the Ready List. This indicates that it has been voted out of committee and awaits further action by the legislative body.

The main objective of House Bill 152 is to revise the membership composition of the State Employee Benefits Committee. Currently, the committee includes a Delaware retiree appointed by the Governor. The bill seeks to remove this position and introduce two new members who are eligible to receive health care insurance under Chapter 52 of Title 29 through a pension or retirement plan.

To ensure representation from both branches of the Delaware legislature, the President Pro Tem of the Senate and the Speaker of the House of Representatives would each appoint one of these two new members. By involving individuals who have a direct stake in the state’s employee benefits system.

Additionally, House Bill 152 addresses technical corrections within the existing legislation governing the State Employee Benefits Committee.
