The Dover Police Department has arrested a 34-year-old resident of Wilmington on charges of rape and various other offenses following an incident that transpired in the early hours of Friday morning.
Officials said the investigation was initiated when the Dover Police received a call reporting that a man had inappropriately touched a 12-year-old girl inside a room at the Days Inn. Responding to the call, officers arrived and made contact with an 18-year-old female from Magnolia and the 12-year-old victim of Dover.
Through subsequent inquiries, it was revealed that the man had committed two acts of sexual assault against the 12-year-old inside the hotel room, only to be interrupted by the 18-year-old who confronted him, according to police.
A physical altercation ensued between the man and the 18-year-old, after which he left the room police said. Armed with physical descriptions provided by the victims, law enforcement officers initiated a search of the area.
During the course of the search, patrol officers successfully located and apprehended the suspect, identified as James Hinson, in close proximity to the scene. Upon his arrest, Hinson provided false identification details and was found to be in possession of 7.3 grams of cocaine, 23 grams of marijuana, as well as drug paraphernalia police said.
Hinson was subsequently transported to the Dover Police Department, where he underwent processing and was arraigned.
Following the arraignment, Hinson was remanded to the custody of the Sussex Correctional Institution (SCI) on a cash bail amounting to $136,250. He is charged with:
Rape in the Second Degree (2 counts). Endangering the Welfare of a Child, Possession with the Intent to Deliver Cocaine, Possession of Cocaine in a Tier 1 Quantity, Offensive Touching, Criminal Impersonation, and Possession of Drug Paraphernalia.
