Officers from the New Castle County Division of Police have arrested 27-year-old Mark Reynolds of Wilmington following an investigation into multiple violent felonies.

Officials said on Monday, September 4, 2023, at 12:06 a.m., patrol officers responded to the Holloway Terrace Parkland in New Castle in reference to conducting a property check.

Upon arrival, officers located two subjects inside the parkland after dark. Officers identified one of the subjects as Mark Reynolds. Officers determined that Reynolds was wanted in Delaware for multiple capiases, and they attempted to take him into custody.

Reynolds then fled at which time an NCCPD patrol officer and a K9 officer chased after him. An officer attempted to deploy his taser at which time Reynolds removed a handgun from his waistband and pointed the gun toward the officers police said.

Reynolds then threw the gun and continued running towards Interstate 295 and New Castle Avenue. Additional officers arrived and checked the surrounding area however, Reynolds was not located. The discarded firearm was located in the parkland and determined to be a fully loaded 9mm. Officers then authored an arrest warrant for Reynolds charging him with one felony count of possession of a firearm during the commission of a felony, two felony counts of possession of a firearm by a person prohibited, one felony count of carrying a concealed deadly weapon, one felony count of aggravated menacing, and one misdemeanor count of resisting arrest. Reynolds remained wanted for his arrest warrant and capiases and was unable to be located.

On January 14, 2024, at 04:40 a.m., patrol officers were dispatched to the unit block of Raven Turn – Newark in reference to a domestic assault. It was reported on the scene that Reynolds strangled a female victim in the residence and stole her cell phone according to police. Reynolds also intentionally damaged a rental vehicle that was parked at the home said police. Reynolds fled from the scene as officers arrived at the community. An NCCPD K9 team and the Delaware State Police Aviation Unit responded to the area, but Reynolds was unable to be located. Officers authored an arrest warrant charging Reynolds with one felony count of strangulation, one felony count of theft, one misdemeanor count of resisting arrest, one misdemeanor count of offensive touching, and one misdemeanor count of criminal mischief.

On January 24, 2024, investigators with the NCCPD Special Investigations Squad and the United States Marshals Task Force located Reynolds in the city of Wilmington. NCCPD Special Weapons and Tactics Team (SWAT) responded to the area and took Reynolds into custody after a brief foot chase. While being taken into custody, Reynolds was found to have a handgun with an obliterated serial number police said. He was transported to New Castle County Police headquarters. Reynolds was charged with one felony count of possession of a firearm during the commission of a felony, two felony counts of possession of a firearm by a person prohibited, one felony count of possession of a firearm with an obliterated serial number, one felony count of carrying a concealed deadly weapon, and one misdemeanor count of resisting arrest.

Officials said Detectives assigned to the incidents conducted an extensive follow-up investigation and linked Reynolds to a Newark robbery that occurred on January 15, 2024. During that incident, a male wearing a ski mask armed with a firearm entered the 7/11 at 60 S Gerald Drive in Newark. While in the store, the suspect pointed a handgun at the store employee and made the victim turn over cash from the register. Detectives were able to successfully link Reynolds to the incident and charged him with one felony count of robbery in the first degree, one felony count of possession of a firearm during the commission of a felony, one felony count of possession of a firearm by a person prohibited, one felony count of carrying a concealed deadly weapon, one felony count of aggravated menacing, and one felony count of wearing a disguise during the commission of a felony.

In total, Reynolds was charged with 18 separate felonies. Officers were also able to recover two firearms, a loaded handgun that was possessed in a county parkland and later pointed at police officers and a second loaded gun with a destroyed serial number.

Mark Reynolds was arraigned by the Justice of the Peace Court 2 and bail was set at $239,200.00 cash. He was later transported to Howard R Young Correctional Institution.
