Authorities have announced the arrest in a 2017 murder, investigated by the Wilmington Police Cold Case Unit.
The incident in question occurred on January 11, 2017, when officers responded to a shooting in the 100 block of East 14th Street. The victim, identified as 34-year-old Jermaine Francois (pictured right), was found with gunshot wounds and transported to the hospital in critical condition. Francois later succumbed to his injuries.
Sergeant Don Palmatary of the Criminal Investigations Division was assigned to the case, which remained unresolved for several years. However, the efforts of the Cold Case Unit, including Cold Case Investigators Steven Rizzo, Mariana Espinosa, and Detective Devon Jones, eventually led to a breakthrough officials said Thursday.
As a result of their investigation, 30-year-old Robin Webster (pictured left) was identified as a suspect in connection with the murder of Jermaine Francois according to police. Following the presentation of the case to the New Castle County Grand Jury on April 22, an indictment was returned for Webster. Subsequently, on April 23, police took Webster into custody without incident.
Robin Webster has been charged with Murder in the First Degree and was arraigned in Justice of the Peace Court 11. She has been remanded to the Delores J. Baylor Women’s Correctional Institution on $5,000,000 cash-only bail pending further legal proceedings.
The Wilmington Police Department’s Cold Case Unit, housed within the Criminal Investigations Division, specializes in investigating unsolved cases that have gone cold over time. These cases are typically ones where all investigative leads have been exhausted by the primary investigator.
