Police have charged 28-year-old Keith Bulloch of Claymont with Murder by Abuse following a child death investigation.
Officials said the investigation into the incident began on July 11, 2023, at 5:56 a.m., when a 9-1-1 call was made from a residence in the unit block of Palace Avenue in the community of Stockdale, in reference to a CPR of an unresponsive and unconscious 5-year-old female.
Patrol Officers with the New Castle County Division of Police, New Castle County Paramedics, and Emergency Medical Services responded to the home and attempted to provide first aid to the child.
She was pronounced deceased, and her body was turned over to the Delaware Division of Forensic Science who conducted an autopsy to determine the cause and manner of her death. The autopsy was completed, and the Delaware Division of Forensic Science determined the cause of death to be fentanyl and cocaine toxicity.
On June 11, 2024, after reviewing the case with the Delaware Attorney General’s Office, detectives obtained a warrant for the arrest of Keith Bulloch. Detectives with the Special Investigations Squad located Keith and after a foot pursuit, took him into custody according to police.
Bulloch was transported to the New Castle County Police Headquarters where he was charged with Murder by Abuse or Neglect in the First Degree and Resisting Arrest.
He was arraigned by the Justice of the Peace Court 11 and committed to the Howard Young Correctional Institution after failing to pay $1,000,000.00 cash bail.
