Delaware State police have arrested a Houston man for home improvement fraud.
Jeremy Bowen, a 45-year-old resident of Houston, Delaware, has once again found himself in legal trouble following his arrest for home improvement fraud, just months after a similar arrest earlier this year.
Delaware State Police allege that Bowen, operating under his businesses, engaged in multiple fraudulent activities involving unfulfilled contracts for home improvement projects.
Bowen’s initial arrest occurred in March 2024 when he was charged with home improvement fraud after a Dover man reported that Bowen had taken $43,000 for a pool installation that was never started. The contract, signed in May 2022, promised the work would be completed in five weeks, but the victim never saw any progress or reimbursement police said. in that case, Bowen turned himself in to Troop 5 and was subsequently arraigned by Justice of the Peace Court 2. He was released on his own recognizance.
As his legal proceedings related to the March 2024 arrest were making their way through the courts, officials continued their investigation into Bowen.
The Delaware State Police have an have arrested Bowen again, and are alleging additional fraudulent activities, targeting multiple victims.
According to police, Bowen signed contracts for various home improvement projects, including pool installations and fence work, with three separate victims between March 2023 and March 2024. The victims collectively paid Bowen over $47,000, but in each case, the work was not completed, and only one victim received a partial reimbursement According to police.
Court records indicate that Bowen has had several court dates related to his first arrest, although it remains unclear if any final resolution has been reached in that case. Following his latest arrest, Bowen was arraigned and released after posting a secured bond of $8,000 and a cash bond of $3,000.
The charges include two counts of Home Improvement Fraud Over $1,500, a felony, as well as one count of Home Improvement Fraud Over $1,500 where the victim is over 62, also a felony. Additionally, the charges involve Theft by False Pretense Over $1,500, a felony, and Theft Over $1,500, which is likewise a felony.
The Delaware State Police continue to investigate Bowen’s activities and have urged anyone who may have been similarly defrauded to contact the Troop 4 Financial Crimes Unit.
