On Saturday, September 28, 2024, Officers from the New Castle County Division of Police arrested 31-year-old Frankline Nyambariga of New Castle. Officials said the arrest followed a report of unlawful sexual contact that took place on Thursday, September 26, 2024.
During this incident, Frankline Nyambariga allegedly approached the victim in a shared area of his apartment complex. During the encounter with the victim, Frankline Nyambariga began to touch the Victim inappropriately and exposed himself police said Monday. When the Victim attempted to leave, he blocked the Victim’s exit and tried to force the Victim to touch his genitals added police. The victim was able to leave and later contacted the police.
During the investigation, Officers identified Frankline Nyambariga as the suspect and arrested him in the apartment complex on Christiana Road. He was then transported to New Castle County Police headquarters and charged with one felony count of kidnapping 2nd degree violate/abuse sexually voluntary released unharmed, one felony count of unlawful sexual contact second degree, one misdemeanor count of unlawful sexual contact in third-degree, and one misdemeanor count of offensive touching.
He was arraigned at the Justice of the Peace Court 11 and committed to the Howard Young Correctional Institution after failing to pay $3,500.00 secure bail.
