The Elkton Police Department has arrested 31-year-old Nestor La Guillen Parra in connection with a hit-and-run incident that claimed the life of 11-year-old Mesiah Lafayette on Saturday. The incident occurred on the evening of November 16, 2024, at the intersection of Elkton Newark Road and Belle Hill Road, where the young victim was fatally struck by a vehicle.
Following the accident, Elkton Police used social media to update the public and request assistance in locating a red four-door sedan initially identified as the suspect vehicle.
By Sunday, officers had located the vehicle, which was later confirmed to be a dark-colored 2012 Honda Civic with Maryland license plate 8GD0614. Investigators continued their efforts, asking residents in the Booth Street area in Elkton, to review security footage for any sightings of the vehicle after 9:00 PM on the night of the incident.
On Tuesday evening, Parra was arrested in Wilmington. Police apprehended him just before 7:00 PM as he prepared to travel to Georgia and then to Mexico according to police. The Elkton Police credited the successful apprehension to cooperation from the community and the assistance of the United States Marshals Fugitive Task Force.
Parra has been extradited to Elkton and is being held without bond at the Cecil County Detention Center. He faces several charges, including:
- Criminally Negligent Manslaughter by Vehicle
- Negligent Manslaughter by Vehicle
- Involuntary Manslaughter
- Additional driving and traffic-related offenses
