Man Charged With Damaging Critical Utility Infrastructure

Wilmington, DE – A Wilmington man has been arrested in connection with the destruction of utility infrastructure along Milltown Road last month, authorities said Monday.

According to the New Castle County Division of Police, officers were dispatched to the 1300 block of Milltown Road at approximately 2:26 a.m. on Wednesday, June 11, 2025, following reports of a suspicious individual using power tools and dragging objects across private property.

Responding officers arrived to find large utility cables hanging from telephone poles at the intersection of Milltown Road and McKennan’s Church Road. The cables had been visibly cut. Witnesses informed police that the suspect fled the scene just prior to their arrival.

During a search of the surrounding area, officers located a section of the severed cable behind a nearby property, along with a silver Lincoln MKX SUV. Inside the vehicle, investigators found tools commonly associated with the cutting and removal of utility lines officials said.

Through the course of their investigation, police identified the suspect as Daniel Tiberi. An arrest warrant was issued on July 10, and Tiberi was taken into custody the following day at a residence on Kentucky Avenue in Wilmington.

He was transported to New Castle County Police Headquarters, where he was charged with one felony count of aggravated criminal mischief for damaging critical utility infrastructure, one felony count of second-degree conspiracy, one misdemeanor count of attempted theft under $1,500, and one misdemeanor count as a fugitive from another state related to an outstanding warrant in Pennsylvania.

Tiberi was arraigned at Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution in lieu of $18,000 secured bail.
