Dover Man Rearrested On Additional Child Sex Charges

A Dover man was arrested in July of this year, after police investigated allegations that he sexually abused a child. Detectives learned that a juvenile reported being inappropriately touched, leading to the arrest of 56-year-old Thomas Kennedy. He was charged with sexual abuse of a child by a person of trust and unlawful sexual contact, second degree. Kennedy was arraigned and committed on a $10,000 secured bail.

The case expanded after investigators uncovered additional, previously unreported offenses officials said Friday. Three more victims were identified, and on September 25, 2025, Kennedy turned himself in to authorities. He was released on a $16,500 secured bail. In this second case, he was charged with two counts of sexual abuse of a child by a person of trust, thirteen counts of unlawful sexual contact, second degree, and one count of sexual solicitation of a minor.

Officials continue to urge anyone with information or who believes they may have been a victim to come forward.
