Wilmington Man Facing 5th DUI After Traffic Stop

Delaware State Police arrested 69-year-old Paul Fox of Wilmington for his fifth offense DUI following a traffic stop early Wednesday morning.

Officials said on September 24, 2025, at approximately 1:00 a.m., a trooper observed a Lincoln Town Car traveling southbound on North Dupont Highway (US 13), south of Seven Hickories Road, at a low rate of speed. After observing the vehicle swerve onto the shoulder multiple times, the trooper initiated a traffic stop near Jerome Drive.

The driver, later identified as Fox, showed signs of impairment. The trooper smelled a strong odor of alcoholic beverages coming from Fox’s breath and observed additional signs of impairment. An open bottle of liquor was also in plain view on the front passenger seat. Standardized Field Sobriety Tests were administered, during which Fox continued to display signs of impairment.

He was taken into custody and transported to Troop 9. A computer inquiry revealed that he has four prior DUI-related convictions. He was charged with the offenses listed below and committed to Howard R. Young Correctional Institution on an intoxication hold, pending arraignment.

  • 5th Offense DUI (Felony)
  • Failure to Obey a Traffic Control Device
