The driver, identified as 43-year-old Melvin Weathers of Dover, was not properly restrained at the time of the crash. He was transported to an area hospital, where he was pronounced dead.

POW/MIA Parkway was closed for approximately two hours as members of the Delaware State Police Troop 3 Collision Reconstruction Unit conducted their investigation and cleared the scene. The crash remains under investigation.
