Pedestrian Struck And Killed in Dover Monday

The Dover Police Department is investigating a fatal motor vehicle collision involving a pedestrian.

Officials said the incident occurred shortly after 4:00a.m. on Monday, March 9th, 2026 when Victoria Bynes, 54, was crossing westbound across North DuPont Highway. While Bynes was crossing the highway on foot, a gray Chevrolet Equinox operated by a 29-year-old female was traveling in the left northbound lane of North DuPont Highway. The Equinox struck Bynes in the left travel lane and continued northbound, returning to the scene shortly after the collision, police said.

Bynes was wearing dark non-reflective clothing at the time. Responding officers and emergency medical personnel performed immediate life saving measures, however Bynes succumbed to her injuries shortly after.

The collision remains under active investigation by the Dover Police Department Collision Reconstruction Unit and are continuing to review all available evidence, including witness statements, scene evidence, and any potential video footage related to the incident.

At this time, no charges have been filed. However, the investigation is ongoing, and the case will be reviewed in its entirety upon completion. Any potential charges will be determined based on the findings of the investigation and in consultation with the Delaware Department of Justice.
