Woman Charged With Vehicular Homicide In Concord Pike Crash

A 35-year-old Wilmington woman has been charged following a fatal two-vehicle crash Saturday afternoon at the intersection of Rocky Run Parkway and Concord Pike, according to Delaware State Police.

The crash occurred at about 2:20 p.m. on April 18, 2026, when a gray Toyota Prius was traveling eastbound in the left-turn lane of Rocky Run Parkway and entered the intersection on a green arrow to turn north onto Concord Pike. At the same time, a white Ford Taurus was traveling southbound on Concord Pike and failed to stop for a red light, police said. The front of the Ford then struck the left side of the Toyota.

The driver of the Toyota, a 72-year-old Newark man, was taken to an area hospital, where he later died. Authorities said his name is being withheld pending notification of family.

Police identified the driver of the Ford as Michelle Palazzolo, 35, of Wilmington. She was also taken to a hospital with injuries described as not life-threatening. Investigators said she showed signs of impairment at the scene.

Following the investigation, Palazzolo was charged with second-degree vehicular homicide while driving under the influence, driving under the influence of alcohol, failure to have required insurance, and failure to stop at a red light.

She was arraigned in Justice of the Peace Court 11 and committed to the Delores J. Baylor Women’s Correctional Institution on $10,250 secured bond.

Concord Pike remained closed for about three and a half hours while the crash scene was investigated and cleared.
