The Delaware Department of Justice has announced that a suspended Delaware State Trooper has been indicted on four counts of Official Misconduct.
The charges stem from allegations that Trooper Thomas Catalfamo took advantage of a 21-year-old woman who was experiencing a mental health crisis. Prosecutors allege that after responding to a distress call, Catalfamo abused his authority for the purpose of initiating inappropriate sexual contact.
According to authorities, Delaware State Police leadership contacted the Division of Civil Rights and Public Trust in October after allegations of misconduct involving Catalfamo were brought to their attention. Officials said the Delaware State Police fully cooperated with the investigation from the beginning.
Prosecutors allege that on July 13, 2025, Catalfamo responded to a service call involving the 21-year-old woman. Investigators allege that he influenced her assessment at Beebe Healthcare so she would be released into his care. Authorities further allege that while transporting the woman from the hospital to her residence, Catalfamo stopped his patrol vehicle. He is accused of manipulating his body-worn camera and the vehicle’s mobile video recording system to conceal his actions. Prosecutors said that he then engaged in sexual contact with the woman.
Delaware State Police suspended Catalfamo after learning of the allegations and referred the matter to the Department of Justice and worked in partnership throughout the investigation.
The charges are allegations. Catalfamo is presumed innocent unless and until proven guilty in a court of law.
