Seaford Police Department Detectives have identified Ralph Harmon, 23, of Salisbury Maryland, as the suspect in the carjacking, and kidnapping of a Seaford woman on Friday.
Officials said that the incident occurred on Arch Street in Seaford on Friday, January 13, 2023, at approximately 9:56 a.m.
An 80-year-old female victim was in the driveway of her residence near her vehicle when she was approached, physically assaulted, and placed inside her vehicle by a male suspect. The suspect took possession of the vehicle and knowingly fled the area with the victim inside the vehicle according to police. At some point during this incident, the victim was bound and transported to a residence located in south Salisbury, Maryland. The victim was located in this area and transported to an area hospital where she was treated for her injuries and later released.
Maryland Authorities later located the victim’s vehicle, in Salisbury MD, with multiple subjects inside that fled from the vehicle on foot upon their approach. Maryland Authorities pursued the subjects on foot and one of the subjects apprehended was identified as Harmon, who was later arrested by the Maryland Authorities for crimes committed in Maryland.
Seaford Police Department has obtained an arrest warrant from the Justice of the Peace Court. Harmon has been charged with Kidnapping First Degree; Assault First Degree; Robbery First Degree; Aggravated Menacing; Wearing a Disguise During the Commission of a Felony; Theft of a Motor Vehicle; and Other Related Charges.
Maryland court records show that Harmon is being held on a fugitive from justice warrant out of Delaware. He is also being held on additional charges out of Maryland. Those are included below.
