County’s Top Cop Retires After 30 Years With The Department

Friday, October 11, 2024, marked the official retirement of Colonel Joseph Bloch from the New Castle County Division of Police, following more than thirty years of dedicated service to the community. Colonel Bloch’s career has been characterized by his commitment to professionalism and his advancement through various roles within the department.

Colonel Bloch began his career in law enforcement in July 1994 after graduating from the 22nd Recruit Academy Class. Over the years, he demonstrated exceptional leadership and dedication, earning several promotions. He was promoted to Sergeant in August 2009, followed by his appointment as Lieutenant in December 2013. In May 2017, he reached the rank of Captain, and in October 2021, he was named Colonel of the Division by New Castle County Executive Matthew Meyer.

Throughout his career, Colonel Bloch took on numerous responsibilities. His roles included serving as a Patrol Officer, Detective in the Criminal Investigation Unit, Polygraphist, Commander of D-Squad in the Patrol Division, and Section Commander of both the Criminal Investigations and Professional Development Units.

In his 2021 welcome letter, Colonel Bloch reflected on his decades of service and outlined his vision for the Division. He emphasized the importance of community policing and highlighted the New Castle County Division of Police’s commitment to addressing challenges and adapting to evolving community needs. He also took pride in the Division’s early implementation of various reforms, positioning the department as a leader in policing practices.

The New Castle County Division of Police and the entire Department of Public Safety extended their heartfelt congratulations and best wishes to Colonel Bloch as he begins his retirement.
