A 35-year-old man has been charged with multiple felony offenses after New Castle County Police investigated the reported sexual assault of a child.
According to police, officers responded on June 4, 2026, to a report of a sexual assault involving a child under the age of 12 in a New Castle area community. Detectives assigned to the Criminal Investigations Unit assumed responsibility for the investigation.
Investigators identified Jose Martinez-Salinas as a suspect known to the victim. Police allege that Martinez-Salinas raped the child and engaged in multiple acts of unlawful sexual contact on June 3, 2026.
Following the investigation, detectives with the New Castle County Police Fugitive Apprehension and Surveillance Team began searching for Martinez-Salinas. Later on June 4, detectives located him inside a vehicle at Powell Ford Park on Kiamensi Road and took him into custody without incident.
Martinez-Salinas was transported to New Castle County Police Headquarters, where he was charged with four counts of Unlawful Sexual Contact First Degree, one count of Rape First Degree involving a victim under the age of 12, one count of Rape Second Degree involving a victim under the age of 12, and one count of Resisting Arrest.
He was arraigned in Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution after failing to post $325,000 cash bail.
