A Delaware Army Reservist is facing federal charges after authorities alleged he communicated with multiple minors online, solicited sexually explicit material and traveled from Delaware to Maryland after obtaining the location of a 9-year-old girl.
Leobardo Carrasco, 39, of Wilmington, was arrested and made his initial appearance in federal court on September 9, 2026. He is charged with production, receipt and possession of child pornography, along with traveling with the intent to engage in illicit sexual conduct.
Court documents allege Carrasco communicated with multiple minors through Snapchat, engaged them in sexually explicit conversations, sent nude photographs of himself and asked the children to send nude photographs and videos to him.
Federal authorities allege Carrasco convinced a 9-year-old girl to send him sexually explicit photographs and videos and persuaded her to share her location through Snapchat.
After receiving the child’s location, Carrasco allegedly traveled from Delaware to her Maryland residence in the middle of the night and attempted to convince her to leave with him. The girl did not enter his vehicle, and Carrasco left the area.
Carrasco is charged by criminal complaint with travel with intent to engage in illicit sexual conduct, production of child pornography, receipt of child pornography and possession of child pornography..
If convicted, Carrasco faces a mandatory minimum sentence of 15 years in federal prison. Any sentence would ultimately be determined by a federal district court judge based on federal sentencing guidelines and other statutory factors.
The investigation involved the FBI Baltimore Child Exploitation and Human Trafficking Task Force, Anne Arundel County Police Department and Army Criminal Investigation Division. The case is being prosecuted in federal court by Assistant U.S. Attorney Claudia L. Pare.
