Georgetown – Delaware Capitol Police have arrested 59-year-old Herbert Higgins Jr. of Seaford for terroristic threats. Police say Higgins threatened to blow up the Probation and Parole Annex Building in Georgetown on Wednesday.

Officials say that Higgins was making payment arrangements and had become agitated. Higgins then stated “Well, I’ll just blow the place up.”, police said.
