Troopers said the suspect is identified as Matthew Mowbray, 19, of Rising Sun, MD. Mowbray was arrested without incident and charged with six counts of possession of child pornography and six counts of soliciting sex from a minor, according to authorities.

Police said earlier this year, investigators with the Maryland Internet Crimes Against Children Task Force developed information about the potential distribution of child pornography over the Internet.

State police said as a result of their subsequent investigation, Mowbray was identified as the suspect and a search warrant was served at Mowbray’s residence shortly after 5:30 a.m. Thursday morning, by Maryland State Police Computer Crimes Unit investigators, state troopers from the North East Barrack and agents from Homeland Security Investigations.

Service of the search warrant resulted in the recovery of various digital media storage devices, police said.  Evidence will be submitted to the Maryland State Police Digital Forensics Lab for analysis. Mowbray was transported to the Cecil County District Court Commissioner’s Office for processing where he is currently awaiting to be seen by a District Court Commissioner.

The Maryland Internet Crimes Against Children Task Force is organized under the Maryland State Police Computer Crimes Se n. The Task Force works cooperatively with law enforcement agencies and prosecutors to provide resources to combat these crimes. Additionally, the Task Force provides community awareness campaigns helping to prevent the spread of these crimes through education.
