Police: Middletown “Home Daycare Owner” Charged With Child Abuse

Middletown – On Sunday, November 19, New Castle County Police Officers were made aware of allegations of abuse which that say occurred at the Primary Colors Family Daycare located in the unit block of Margaretta Drive, Canal View at Crossland, according to M/Cpl. Michel Eckerd.

During the early morning hours of Monday, November 20, detectives from the New Castle County Police Criminal Investigations Unit assumed the investigation. Upon arrival, detectives learned that the residence was in fact an in home daycare, said Eckerd.

As part of the investigation Detectives obtained video surveillance from inside the residence, according to Eckerd. Officials are alleging that the video shows the 46-year-old Angela Flewelling, the owner of Primary Colors Family Daycare, physically dragging and kicking children in her care.

During the course of the investigation sufficient evidence was uncovered and Angela Flewelling was arrested, according to Eckerd. Agents from the Division of Family Services closed the day-care and notification was made to all of the parents of the enrolled children.

Angela Flewelling was charged with 1 count Child Abuse Second (Felony), 3 counts of Endangering the Welfare of a Child, (Misdemeanor). She is being held at Baylor Women’s Correctional Institution after failing to post $7500 secured bail.
