On June 17, 2018, at 1:27 am, patrol officers from the New Castle County Division of Police were dispatched to a shooting that had occurred on the unit block of Lloyd Street in the Community of Belvedere, according to , according to M/Cpl. Michel Eckerd.
When the patrol units arrived, they discovered a 15-year-old female victim inside of a vehicle and a 35-year-old second victim a short distance away. Both of the subjects had apparent gunshot wounds and were later pronounced deceased by New Castle County Paramedics. The victims were identified as 15-year-old Doris E. Dorsey and 35-year–old Vincent DiMenco. Doris had returned home on Saturday evening to spend time with her father on his birthday- the day before Father’s Day.
Vincent, a friend of the family, had stopped by to visit his friend on his birthday. There were no signs of a struggle preceding this incident and the homeowners provided statements that this unfortunate incident was unprovoked.
Detectives from the New Castle County Division of Police Criminal Investigations Unit arrived on scene and assumed the investigation. Detectives have worked tirelessly over the past three months collecting evidence and conducting interviews. The result of this work ultimately led to the identification of 32-year-old Glenford Blackwood as a potential suspect in this case, according to Eckerd. It is not believed that Glenford Blackwood was known by either victim, although he was in fact known to one of the homeowners.
This afternoon, September 21, Glenford Blackwood was arrested and charged with the murders of Doris E. Dorsey and Vincent DiMenco.
“On that tragic day, two innocent victims’ lives were taken by an evil person who was identified as Glenford Blackwood”, stated Colonel Vaughn M. Bond, Jr. “Mr. Blackwood has shattered the lives of all of those who loved Vincent DiMenco and Doris Dorsey. His actions also affected the community of Belvedere as many of the residents were afraid to leave their homes or allow their children to play outside.”
“I hope the arrest today provides some relief to the community. More importantly, I hope that the family will now have some of their questions answered as they continue to come to terms with the loss of their loved ones.”

I am also very confident that as the community and police relationship strengthens; our communities will become safer for all to enjoy.”
Glenford Blackwood was charged with two counts of felony Murder 1st, and two counts of Possession of a Firearm During the Commission of a Felony.
He was arraigned at Justice of the Peace Court 2 and held in lieu of $2,120,000 cash bail.
Officials did not say how they developed Blackwood as a suspect.

New Castle County Police are actively investigating an apparent double Homicide that occurred in the community of the Belvedere, according to M/Cpl. Michel Eckerd.
Eckerd said on June 17 at 1:27 am, officers from the New Castle County Police were dispatched to a shooting which had occurred on the unit block of Lloyd Street. When the units arrived, they discovered one injured 15-year-old female victim inside of a vehicle. A 35-year-old victim was located a short distance away. Both of the subjects had apparent gunshot wounds and were later pronounced deceased by New Castle County Paramedics.
The New Castle County Police have identified the victims as 15-year-old Doris E. Dorsey and 35-year–old Vincent DiMenco.
Detectives from the New Castle County Police Homicide Squad have also confirmed that Doris E. Dorsey was the homeowner’s daughter and Vincent DiMenco was a friend and coworker of Doris’ father.
Doris, a recent graduate of Stanton Middle School student, was seated in a vehicle in the driveway and Vincent was seated in the front yard talking with Doris’ father. Then an unknown subject walked up to the residence and started shooting, said Eckerd. Doris’ father was able to run away. However, Doris and Vincent were both shot and killed. The subject then ran off in an unknown direction.
Detectives also discovered that Doris was in the area of North Market Street with friends during the day and evening hours. She had come home to celebrate her father’s birthday.
Detectives do not believe that this homicide is related to any other incidents in the area.

Prices Corner-Area – Just after 1:30 this morning, rescue crews from the Belvedere Fire Company, along with New Castle County Paramedics and New Castle County Police responded to the unit block of Lloyd Street, near the intersection of Route 141 and Boxwood Road for reports of a shooting.
Initial reports indicate that County Police are investigating an incident where at least two people have been shot.
Police have yet to confirm early reports that at least two people were killed during the incident.
Police and DelDOT crews currently have the area blocked off. All traffic on Newport Gap Pike is being diverted away from the scene.
