Man Struck By Vehicle West Of Dover Succumbs To Injuries

The Delaware State Police have identified 59-year-old Richard Duffy of Hartly, as the operator of a bicycle that was struck and killed in a collision that occurred at approximately 9:19 p.m., Thursday, March 14, 2019.

The investigation determined that a 2005 Chrysler PT Cruiser, operated by a 56-year-old Hartly woman was traveling westbound on Forest Ave. (Rt. 8), east of Victory Chapel Rd. Duffy was riding a bicycle in a north-westerly direction on Forest Ave. when he crossed directly into the path of the Chrysler, at which time he was struck and thrown to the pavement, according to Public Information Officer, Master Corporal Michael Austin.

Duffy, who was wearing all dark clothing at the time of the incident and not wearing a helmet, was transported to Kent General Hospital with serious injuries, Austin said. He succumbed to those injuries and was pronounced deceased this morning, Friday, March 29, 2019.

Neither improper driving nor impairment are contributing factors on behalf of the driver of the Chrysler.
